What does an overlaminate protect?
The printed layer of a graphic. Avery Dennison describes its digital overlaminates as clear, pressure-sensitive films that give printed vinyl durability and colour life, especially outdoors on fleet graphics, vehicle wraps, boats and signs (Avery Dennison overlaminate films). An installer interviewed on Avery’s blog says his shop puts a clear overlaminate over every printed graphic it installs, for the UV protection (Avery Dennison blog).
Laminates come in cast, calendered and specialty versions, matched to the film and the job underneath. Avery’s range shows how:

Does a colour-change wrap need an overlaminate?
Usually not, and the makers of solid-colour wrap film say so themselves. ORAFOL says its 970RA wrapping film “does not require overlaminate” (ORAFOL 970RA), and 3M warns that adding one makes 2080 “stiffer and more difficult to install” (3M 2080 bulletin).
Don’t confuse an overlaminate with the clear layer some gloss films arrive under. 3M’s gloss and high gloss 2080 colours arrive under a protective film that guards against marks during the install, and its colour change bulletin says that layer must come off before post-heating or before any overlaminate goes on (3M, Application: Vehicle Color Change).
How does an overlaminate hold up to BC winters and removal?
It adds protection on salty roads, and it changes the rules when the graphic comes off. Avery lists salt spray among the conditions DOL Max protects against, and salt is part of winter here: Langley City sprays brine on its priority routes and spreads salt, or salt mixed with sand (City of Langley).
Removal is where the laminate cuts both ways. 3M’s 2080 FAQ only promises removability through the warranty period for film that hasn’t been printed or laminated (3M 2080 maintenance FAQ). Yet its removal bulletin also notes that an overlaminated graphic is thicker and may come off more easily than one with a printed clear coat, because thicker films tend not to tear (3M Instruction Bulletin 6.5).

On printed work rather than colour changes. The shop’s colour change wraps and chrome deletes are done in unprinted 3M and Avery Dennison cast vinyl, and 3M’s own advice is that a laminate only makes 2080 harder to install.
